Ok here it is what I think. (the order doesn't matter, I've played them all from the top to the bottom (list of games on my PSP), thus the list below is not ranking kind list)

Light Cycle 3D by SG57
When I first tried it, I must admit I didn't like it that much (probably because I had tried a linux version of this game before and didn't like it either (it was 3d as well)), but since then I've tried every version and all I can say that it has been improved a lot, the graphics, the explosions sound and a few other things (like the fire (or whatever that is) behind the car). The A.I. is a lot better as well (remember me saying that it was too easy? I won 2 times now and played it like 10~15 times)!! Had a lot of fun while playing it Keep it up SG, good job and congrats

faintRedux by Slippy
Another great game. I love the idea. Still needs a lot of improvements of course but it's getting better and better! One suggestion: retouch the walking animation, the legs move too slow while the player walks too fast make them move faster.
In my opinion, the menus are well designed and the customization of the player is an awesome idea. If it had a gameplay(at the moment it doesn't ), I'd probably vote for this one because it's great! Congrats.

Hardhat's Battle Arena by hardhat
Hmm, reminds me of Pokemon ahah and I used to spend hours playing Pokemon..
Ok the first versions weren't that good but it was obvious that it would turn out a great game. The collision between the player and chests, crates and building was a needed thing and I'm glad you added it. And things come out of them(chests and crates) now! Great feature. Really, for those who haven't tried this game, download it and give it a try (keep it on your PSP). I have tried the bug fix version (0.51), it was bug fix only so I don't think it would hurt trying it. Congratulations.

Ok so the next one is..

Chronicles by Greg "xigency" Tourville
You've fixed the floor clipping problem It's an amazing game, it has a great future if you keep improving it (add a player model, more weapons, more levels (different ones, like a jungle level, I don't know )) There are still some bugs (some walls don't display correctly and clipping still occurs on the walls, it's probably just the way it is and not a bug at all, I don't know). I like the different enemies and the needed key to open the gates. Keep up the good work, you've done a great job already!

labKillHomer3D by pspflashsystem
Wow you have made some great improvements since the first version. I like the "kill homer" idea (for some reason lol). The A.I. could be better and there should be a limit for the ammo and maybe we could find more ammo throughout the labyrinth, just an idea. One I think you should improve as well is the shooting, there should be some kind of impact when the bullets collide with something. Other than that, it's a fun game, you should all give it a try. Congrats. Btw, your map editor is simple and effective, good job!

Apollonia v0.04a by Code Tactics
Probably the homebrew that gave me more fun since I bought my first Playstation Portable. It's an incredible game. You have done some GREAT job here. Really. I love it. And it has a storyline which makes it more exciting. I like the graphics, the game play, the kind of game, everything! Congratulations.

PSPMarble: Orchestra SensatioN by Brick
Ok, this is a really nice game. I don't know what to say about this one. Hmmmm, I had fun while playing it, I've played it twice today. Hmm, I like the gameplay. At the beginning it's hard but you get used to it quickly. The map editor is something I find useful, I like to create my own maps. Congrats brick, awesome job.

Zombie Desert by Calv!n
I love zombie games so once this game is finished I will definitely play this!! If you had finished this game before the dead line, it would take my vote for sure. The 2.5D idea is an excellent one. Keep it up PLEASE. Great work.

Luna - Fully Customizable PSP Shell by HyperHacker
You've disappeared! This would win the competition if you had worked on it a little bit more. It has everything to be the most amazing shell. There's one thing that I don't like, you should make the left arrow to rotate the icons to the right, and the right arrow to make them rotate to the left. Makes more sense for me, because when I press the left arrow, I want to select an icon on the left. (I don't know if you get me ) Great work though, I don't know if you will keep it up but..anyway.. keep up the good work!

And finally..

Battlegrounds 3 by Xfacter
If the competition was about graphics, I'd pick this one. It's the game with the best graphics so far. I like everything, seriously. You added sounds! The first version didn't have them. The AI is well done as well as the game play, congrats!

So after a long thinking moment, I've decided to vote Battlegrounds 3.
But if I could vote for all of you I would do it. You all deserve being voted, you've made great entries and I guess I can speak for the entire community, thanks a lot for these games. Thanks a lot, really.

Sorry for my bad English, it is not my mother language.

Edit:
I've just noticed I use too much lol

I got my vote on PSPMarble.
Good job on everything else but Marble beat you big time in my opinion.
Though I love all the homebrew that was submitted to HI2.
I hope to see more homebrew from those same people.

faintRedux because it's essentially coded from scratch using his own engines and such.

Some of the other entries are from scratch, too, ahem. But in the end, everyone had the same access to the same libraries and engines that are out there.

I didn't say it didn't, but the purpose, if I'm correct was to be the most creative, and IMO building the entire thing from scratch qualifies that best.
