There must be one somewhere else otherwise it would say that
Try uninstalling pspdev and install it again

I've reinstalled it, and made sure the ONLY cygwin1.dll file is in the bin in PSPdev.
And, I am still getting the error...

Try deleting that cygwin1.dll in the bin folder and install a newer version cygwin1.dll. The one you have might be an outdated one. You can probably find a newer one from google.
If that fails, compare all the cygwin1.dlls that you have and put the most recent up to date one in your bin folder. Otherwise you have one hiding somewhere in your computer. Try checking hidden and system files as well

I believe that once the forums switched over to vbullentin from punBB, all the links got broken. All the lessons and tutorials are in the thread but they are just scattered all over.
If I have time I might go through the entire thread and fix the links. The same is also the same case with the how to create games and apps using OSlib thread. I believe all the links are broken in the first post and all the lessons are scattered throughout the entire thread. Sorry guys. If anyone has time and would like to re-link all the lessons and tutorilas, feel free to do so and I can give you access to update the first pages of these threads here to fix them

mainly interested in the makefile, how to set it up
right now I have a basic c++ file with just a basic output of hello world though the instructions said you needed a makefile to compile it with pspdev |

For more info on makefiles you should check the other sitcky thread here called how to make games using OSlib. That thread gets into more detail on using and making makefiles.
Basically, all you need to do in the simpliest way is open notepad and write your own or copy a standard makefile in notepad and then just save the file as makefile with no dot extension. do not save it as .txt or .anything. It is just makefile with no dot extension
