it's found on that hazy maze cave level.
in the room where you see the blue swimming dinosaur thing ground on it's back and walk on it's back, you're now in control of it.
Find a platform with a door around the edge of the lake, enter the door and go through the corridor and into the black stuff.
I'll let you work out the rest from there.

After you've beaten Bowser for the first time, you'll get the Basement key. From the main hall, go into one of the brownish unmarked doors, then go down the stairs into the basement. Go right and there will be two doors on the far wall; the one of the left will contain the entrance to Hazy Maze Cave (the pool of liquid).

From the beginning of the level, take the left path, long jump across all the gaps and go past the rolling boulders in the next room. I believe at this point there's an elevator that then leads down to the lake with the Loch Ness monster thing swimming around in it. Jump on its back and use a butt stomp so that it lets you walk on its head. Now you can control it by moving left or right.

There's a star in the middle of the lake that you can get now or later, but to get to the green (metal) cap zone you need to look for a platform that's on the opposite side of the lake from where you originally came. Get the creature close enough and jump off onto it. Now there will be another pool past the door that you jump into to get into the green cap zone.

Here, hit the green switch and get the metal cap. To get the star here, you have to collect all 8 red coins, many of which are in the water. It helps a lot to have the metal cap because if you stand in the rushing current without it you'll get pulled away and risk the chance of getting ejected out of the level.
