Active sync or related program for PSP?

Nobody seems to have attacked this topic directly. It seems to me that the only thing that stops a PSP from being tethered by a smart phone for 3g data for a usb adapter would be an active sync or related program telling the psp what the cell phone is trying to do. Has anyone tried to tackle this?
