It's impossible unless you have the official PSP dev kit from Sony. (And an officiai license which comes to about 10k for total package.)Unless you mean Virtools for windows. (You still need a license to use virtools for windows.)

i dunno which one because I downloaded one and it says it can create games for psp. I have virtools 4

Hmm, you must of downloaded an illegal version of virtools since they are all under licenses. Dosen't matter to me, you can mess with it all you like but you won't be able to distribute any program made with that engine. If it is the PSP version, you will still need to link it through the official Sony PSPSDK in order for it to compile anything. If it is the windows version, you don't need any other tools except you will need to compile the Stand-Alone-Player before running any of your programs or you could just launch it through the web browser plugin.

yo PSdonkey the virtools that I have is the psp one. I did a search on google and it says the virtools 4 is the one for psp. jus to let you know

I think you are still going to need some kind of plugin or PSP library added to Virtools in order for it to be compatible with the PSP. Plus you are still going to need the official PSPSDK from Sony as well.

SDK = Software Development Kit.
Here's PSdonkey's nice guide about setting it up, but it's not for Virtools (I believe):
