Yes you can, as no-one else knows. If you feel that someone's annoying you, just tell them to stop. If they persist... well, I'm not too sure of the procedure, but you can report them.

Hmm I'm sure it's allowed if it's just one PM... As long as they don't spam you with it I guess it's ok ;)
