I hope I not geting my self in trouble. I dont mean where roms are but how do people get them of the cartridges in the first place....I cant imange how. Do they have some sort of devise or soemthing? Just wondering. Or have nes snes and game roms just allways been floating around?

i believe they used hardware hacked systems. heavily modded.

Just like how the original consoles read the data from cartridges, the "reader" can be separated/replicated, and then re-engineered to connect to a PC.
Probably not too difficult for someone with the right know-how, and this was likely one of the main factors leading to the abundance of bootleg carts back in the days.

I can remember something like you use the cartridge slot from an old console and you had to solder alot. then you use the printer port on your pc to connect the cartridge slot to the pc. Then you use software to get the rom onto your pc. Il try and find a few links and post it here
