XMB Customization King, a.k.a the great ZiNgA BuRgA, has released RCO Editor v1.14b. RCO Editor is responsible for manipulating the PSP XMB interface. Using various .rco files found in flash memory, you’ll be able to replace icons, sounds (stereo and mono), text, and specific page data. Ideally you should use decrypted .rco files from FW 2.50 or 2.60; in fact, they _must_ be decrypted before you can actually alter them.

Yeah, thats what it means, but first someone has to take it upon themselves to start making 3.40OE icons.
3.40 OE users can already use custom icons. DUH!
I was using 1.13(i think) Why is it when I create a coldboot(scarface) it comes out screeching and distorted after loading on the psp. Yet I can extract the .vag and it sounds fine? Anyone?
Your .vag file is too large in size/length. I cant remember for sure, but I believe ~.45 seconds is the max length
SWEET! this should let me mod the opening_plugin for 3.40 finally! no more coldboot logo and i get to finally have a custom coldboot without tricking the system!
DAMN! anybody know how to open the opening_plugin.rco or any 3.40 OE RCO with this?? call me stupid, but it ain’t working for me. tried using the 3.30 psar dumper on 3.40 firmware update, but that won’t dump all the files. anybody figured this out? i’ve done quite a few searches already
